What happened in Jenin in April 2002?
In brief
Early reports spoke of a massacre of hundreds. A later UN report and investigations by Human Rights Watch found no massacre, but did find serious abuses. The case is a lesson in how fast claims spread and why dated, checked sources matter.
What is claimed
- During Operation Defensive Shield, Palestinian officials and some media said Israeli forces massacred hundreds of civilians in the Jenin refugee camp.
- Figures of 500 or more dead were repeated in the first days.
What the record shows
- The UN Secretary-General's report of August 2002 put the Palestinian death toll at about 52, with 23 Israeli soldiers killed, and did not find a massacre.
- Human Rights Watch found no massacre but documented serious violations that may amount to war crimes, including the use of civilians as human shields and unlawful killings.
- Amnesty International likewise documented possible war crimes. Israel refused to allow a full UN fact-finding team in and the mission was cancelled.
The case and the answers
The strongest case against
- Israel blocked an independent inquiry and the camp was sealed for days, so the full story was hard to check.
- Rights groups still found abuses that deserved prosecution.
The best answers
- The massacre claim collapsed under later evidence, which shows how quickly false numbers spread.
- The battle followed the Passover massacre in Netanya and a wave of suicide bombings, and the camp was a base for attackers.
- Israel sent soldiers into the camp, instead of bombing from the air, to reduce civilian deaths, and paid a high price for that choice.
